U.S. District Judge Glenn Suddaby of the Northern District of New York on Thursday granted a temporary restraining order partially blocking New York’s Concealed Carry Improvement Act, which tightened firearms licensing standards after the U.S. Supreme Court struck down the state’s proper-cause standard in June.

Suddaby stayed his ruling for three business days to allow state officials to seek emergency relief in the U.S. Court of Appeals for the Second Circuit. In a statement, New York Attorney General Letitia James said she will appeal.
