The New York Civil Liberties Union on Thursday filed a lawsuit in Manhattan Supreme Court demanding transparency in memorandums from the statewide court system to rank-and-file judges.
The civil liberties group said it was troubled by last year’s revelation that the administrative arm of the system had enacted policy through confidential memoranda to judges.
