The New York state Senate on Wednesday voted to confirm Shirley Troutman as an associate judge on the New York Court of Appeals, where she will be the second-ever Black woman to serve on the seven-member panel, the state’s highest court.

Troutman, who has served as an associate justice in the Appellate Division, Fourth Department, since 2016, will take the seat previously filled by Associate Judge Eugene Fahey, who reached the mandatory retirement age and stepped down at the end of 2021.
