The economic and humanitarian crisis in Puerto Rico festered under the Trump Administration. The Puerto Rico insolvency proceedings are the largest municipal bankruptcies in the history of the United States. Puerto Rico was devastated by Hurricane Maria, a Category 5 hurricane. Nevertheless, the Trump Administration’s response to the crisis was that of indifference to the suffering of the people of Puerto Rico.

The Biden Administration has an opportunity to address the crisis in Puerto Rico, and rectify the enormous problems that plague Puerto Rico. Puerto Rico needs a long-term economic recovery plan. Federal legislation that has thwarted the Puerto Rican economy must be repealed. Congress needs to enact legislation to revive the comatose Puerto Rican economy. Simultaneously, Puerto Rico needs to address the damage caused by Hurricane Maria and climate change. Puerto Rico needs a long-term plan to modernize its infra-structure. The implementation of a long-term economic development and infrastructure program will benefit not only Puerto Rico, but also its creditors.
