The chief judge of the U.S. Court of Appeals for the Second Circuit has appointed a three-judge panel, including two Republican appointees, to hear a New York state-led challenge to President Donald Trump’s move to exclude undocumented immigrants from the U.S. census count.

Chief Judge Robert A. Katzmann on Monday evening designated U.S. Judges Peter W. Hall and Richard C. Wesley, both appointed to the Second Circuit by President George W. Bush, to join the panel after a Manhattan district court judge determined that it involved questions about the constitutionality of the redrawing of congressional districts.
