California next year will be the largest state to implement a recreational marijuana scheme, and that’s sure to cause some headaches. The state spent 2017 looking at myriad regulatory issues—from banking to insurance to taxation. In New York, efforts were made to expand options for legal medical marijuana after the initial program flopped with consumers, with the state taking in only a fraction of the expected tax revenue. That led to complaints from the handful of businesses granted the initial licenses that additional licenses were reducing their value.
