Regulations requiring tour guides in Washington to pass a 100-question exam are unconstitutional, a federal appeals court in Washington ruled on Friday.

The city requires prospective tour guides to take an exam covering 14 categories, including the city’s history, architecture and monuments. A three-judge panel of the U.S. Court of Appeals for the D.C. Circuit found the record was “wholly devoid of evidence” supporting the burdens the regulations imposed on First Amendment free speech rights.
