Michael Kelley, 56, has joined Akerman as partner in the corporate practice group in its Washington office. Kelley, who joins the firm from EMP Global LLC, focuses on fund formation for investors. He earned his J.D. from George Mason University School of Law.

Matthew Axelrod, 43, will join Cohen Milstein’s Washington office as partner in January. He will focus on corporate accountability issues. Axelrod joins the firm from the U.S. Department of Justice, where he served as an associate deputy attorney general. Axelrod earned his J.D. from Yale Law School.

CROWELL & MORING

Teresa Rea, 59, has joined Crowell & Moring in its Washington office as partner in the intellectual property group. She will focus on intellectual property law. She previously served at the U.S. Patent and Trademark Office. Rea earned her J.D. from Wayne State University Law School.

THE DISTRICT OF COLUMBIA BAR FOUNDATION

Kirra Jarratt, 45, has been named executive director of the D.C. Bar Foundation. She will oversee daily operations and focus on the expansion of access to justice for the city’s poor. Jarratt previously was legislative counsel at the American Bar Association. She earned her J.D. from the University of Michigan Law School.

SHULMAN ROGERS GANDAL PORDY & ECKER

David Robbins, 38, and Russell Duncan, 57, have joined Shulman Rogers’ Washington office as partners. Robbins will lead the government-contracts practice and Duncan will focus on securities enforcement and government investigations. Robbins joins the firm from the Air Force General Counsel’s office, where he worked in the contractor-responsibility division. Duncan joins from the Public Company Accounting Oversight Board. Duncan earned his J.D. from Harvard Law School and Robbins earned his J.D. from the University of Maryland Francis King Carey School of Law.

GOODWIN PROCTER

Matthew Dyckman, 44, has joined Good­win Procter’s Washington office as a counsel to the financial institutions group. Dyckman, who focuses on corporate finance and securities matters, joins from Dentons. He earned his J.D. from Duke Law School.
