Dorn "Bo" McGrath, 56, and David Hickey, 46, have joined Barnes & Thornburg’s Washington office as partners in the governmental services and finance department. McGrath focuses on federal, state and local government contracts. He earned his J.D. from George Washington University Law School. Hickey focuses on federal contracts and defense and national security issues. He earned his J.D. from Catholic University of America Columbus School of Law. Previously, they were both partners at Greenberg Traurig.


Jon Kyl, 70, and Howard Berman, 71, have joined Covington & Burling’s Washington office as senior advisers in the global public policy and government affairs practice. Previously, Kyl was a U.S. senator from Arizona and the Senate minority whip. He earned his LL.B. from the University of Arizona James E. Rogers College of Law. Berman was a U.S. representative from California and the senior member of the House Foreign Affairs Committee. He earned his LL.B. from the University of California at Los Angeles School of Law.


William Belt, 48, has joined Deloitte’s Washington office as a director of the discovery practice. He focuses on electronic discovery and information governance. Previously, he was a partner and managing director of the discovery-solutions practice group at LeClairRyan. He earned his J.D. from George Washington University Law School.


Catherine Livingston, 47, has joined Jones Day’s Washington office as a partner in the health care practice. She focuses on the Affordable Care Act. Previously, she was a health care counsel in the Internal Revenue Service’s Office of Chief Counsel. She earned her J.D. from Yale Law School.


Steven Sparling, 44, and David Wochner, 38, have joined K&L Gates’ energy practice in Washington. Sparling focuses on the legal, operational and commercial aspects of the liquefied natural gas industry. Wochner concentrates on natural gas regulatory, policy and transactional matters. Previously, both were partners at Sutherland Asbill & Brennan. Sparling earned his J.D. from George Mason University School of Law. Wochner earned his J.D. from Georgetown University Law Center.


Chad Heflin, 34, has joined Locke Lord’s Washington office as a senior policy adviser. Previously, he was an aide to three member of Congress, working on matters that included appropriations, energy and transportation. He earned his bachelor’s degree from Texas A&M University.


Kristi Rogers, 43, has joined Manatt, Phelps & Phillips’ Washing­ton office as managing director for the federal government affairs and public policy team. She assists defense and security firms doing business with the government. Previously, she was president and chief executive officer at Aegis LLC. She earned her bachelor’s degree from Michigan State University.


Stephen Baskin, 43, has joined Mayer Brown’s Washington office as a partner in the intellectual property practice. He focuses on patent litigation. Previously, he was the managing partner of Kilpatrick Townsend & Stockton’s Washington office. He earned his J.D. from Case Western Reserve University School of Law.


Ralph De Martino, 58, Alec Orudjev, 38, and Cavas Pavri, 40, have joined Schiff Hardin’s Wash­ington office as partners in the corporate and securities group. Previ­ously, they were partners at Cozen O’Connor. De Martino earned his J.D. from George Washington Uni­versity Law School. Orudjev earned his J.D. from Syracuse University College of Law. Pavri earned his J.D. and LL.M. from the University of Houston Law Center and Georgetown University Law Center, respectively.


Markham Erickson, 46, has joined Steptoe & Johnson LLP’s Washington office as a partner in the telecom, Internet and media practice. He focuses on legal and policy matters before governments and international organizations. Previously, he was a founding partner at the Washington boutique Holch & Erickson. He earned his J.D. from George Washington University Law School.


Gregory Williams, 44, and Richard Beaird, 69, have joined Wiley Rein’s Washington office — Williams as a partner in the litigation department and Beaird as a senior policy adviser in the international telecommunications practice. Previously, Williams was general counsel and managing partner at A7 Global Management Services. He earned his J.D. from the University of Virginia School of Law. Beaird was senior deputy coordinator for international telecommunications and information policy in the State Department. He earned his Ph.D. from the University of Colorado.
