Rafic Barrage, 38, has joined Baker & McKenzie’s Washington office as a partner in the firm’s tax practice. He focuses on international tax issues. Previously, he was a partner at Mayer Brown. He received his J.D. from Mercer University Walter F. George School of Law.


Lori Kalani, 44, has joined Dickstein Shapiro’s Washington office as a partner in the state attorneys general practice. She focuses on matters before state attorneys general throughout the United States. Previously, she headed the state attorneys general practice at Orrick, Herrington & Sutcliffe. Kalani received her J.D. from George Mason University School of Law.


Mark Polston, 48, has joined King & Spalding’s Washington office as a partner in its health care practice. He focuses on federal litigation, including Medicare, Medicaid and Affordable Care Act regulatory policies. Previously, he was a deputy associate general counsel at the U.S. Department of Health and Human Services. He received his J.D. from Harvard Law School.


Scott Hatch, 44, has joined Manatt, Phelps & Phillips’ Washington office as managing director in the federal government affairs and public policy practice. He focuses on business strategy and brand management, and legislative advocacy. Previously, he was a managing partner at Capitol Management Initiatives, which he founded.


Mark Lanpher, 34, has joined Shear­man & Sterling’s D.C. office in the securities and white-collar enforcement practices as counsel. He focuses on Securities and Exchange Commission enforcements and settlements. Previously, he was a prosecutor in the U.S. Attorney’s Office for the Southern District of New York. He received his J.D. from Harvard Law School.
