Debbie Klis, 47, has joined Ballard Spahr’s Bethesda, Md., office as of counsel. She advises investment managers on the formation and operation of hedge and other funds. Previously, she was a partner at Shulman, Rogers, Gandal, Pordy & Ecker. She earned her J.D. and LL.M. from Golden Gate University School of Law and Georgetown University Law Center, respectively.

Thomas Ferrigno, 63, has joined Brown Rudnick’s Washington office as a partner in the litigation and arbitration practice. He focuses on securities enforcement matters, including agency investigations and litigation. Previously, he was a partner at Fulbright & Jaworski.
