A federal judge in Washington has called on top Justice Department officials to make key decisions in the dispute over access to information about the secret work acclaimed civil rights era photographer Ernest Withers performed for the FBI.

U.S. District Judge Amy Berman Jackson, whose rulings in the Freedom of Information Act case have been largely adverse to the government, in court August 28 asked DOJ to send a top representative from the department’s Civil Division to attend the next hearing in September.
