With the stroke of a pen, a federal Georgia judge has put a halt to the last of three Biden administration vaccine mandates in a move celebrated by some jurists as a step toward justice against federal overreach but seen as an unlikely stalemate by others.

Issued by Judge Raymond Stanley Baker of the U.S. District Court for the Southern District of Georgia , the preliminary injunction temporarily halted an executive order, which Biden signed Sept. 9 to require all federal contractors ensure employee vaccination against COVID-19 by Jan. 18.
