Some lawyers are expressing doubts about President Joe Biden’s plan to stimulate development of startup companies by adopting regulations to curb employment noncompete agreements.

Biden signed an executive order July 9 that directs the Federal Trade Commission to impose a ban or limit on such agreements in order to make it easier for workers to change jobs. The president said facilitating worker mobility will spur economic growth and innovation. But critics call the president’s argument simplistic and warn that a ban on noncompetes could cause more harm than good.
