For Manhattan District Attorney Cyrus Vance Jr., criminal prosecution is not always the most effective way to combat crime. Preventing the factors that lead to a crime, he explained, can mitigate the problem before it spreads or causes harm. And this approach is nowhere more useful, he found, than in the increasingly important arena of cybercrime.

But how can prosecutors prevent cybercrime, which easily crosses nations and industry borders, and evolves at a moment’s notice, at its core? Simple: create an organization that works to make cybersecurity prevention as widespread, effective and malleable as possible.
