A key policy committee on Tuesday clouded the future of two state bar proposals to expand the legal roles of nonlawyers after state senators approved legislation prohibiting the agency from spending money on any program that violates statutes barring the unauthorized practice of law.

Assembly Bill 2958 does not specifically mention the bar’s work on a paraprofessional program or a so-called regulatory sandbox. But late amendments to the bar’s annual licensing-fee bill clearly target the bar’s work on plans to expand access to legal services.
