Following data on the economic development of Albania during and after the financial crisis, the country seems to be one of the winners – or at least not one of the big losers. It showed economic growth in the past year despite the global financial crisis. Reasons for this may be found in its increasing integration into the European market.

Due to increasing demand for energy within Albania and in recognition of demand in neighbouring countries such as Italy and Greece, Albania’s Government has focused strongly on the energy sector over the last few years. Shortfall of electricity in Albania and power breakdowns that plunged cities into darkness required immediate action. Accordingly, Albania developed its National Energy Strategy (NES) in 2003, which was later updated in line with the country’s economic development. As part of the NES implementation, essential parts of the energy sector’s legal framework were developed and revised.
