The report suggests that a decade of regeneration policies has failed to stop the inequality of opportunity between towns and cities in the north and those in the southeast from increasing. As a result, it favours mass migration of skilled workers to Oxford, Cambridge and London (where, of course, the streets are paved with gold), instead of relying on local regeneration efforts
