Portugal has traditionally experienced imbalances and inefficiencies in the public sector which have impeded economic performance, largely as a result of deficiencies in human resource management. Modernising the public workforce and improving skills and performance has therefore long been high on the Government’s agenda.
In particular, the Portuguese civil service has been undergoing a radical overhaul and is being subjected to significant and ongoing changes. This reform was initiated in the 1990s and has been progressively implemented by successive Portuguese governments.
