Thanks to numerous amendments over the past 98 years, it fails to comply on many points with the transparency requirements of modern consumer protection, and as a consequence, the legislator has decided to amend the VVG.

In preparation for the reform, the Federal Ministry of Justice appointed a commission of experts in June 2000 which finalised its report in April 2004. In March 2006, the draft bill, which is based on – and is for the most part in accordance with – the report of the commission, was submitted by the Ministry of Justice.
