The Far East has long been viewed by the West as the home of technological innovation. Japan, then Korea, then India have all tied their economies to technology – in different ways, granted, but in each case exports have soared. Hong Kong’s status as a leading hub of finance and commerce is now heavily reliant on IT. So why is it that Asia as a whole has been so slow to embrace legal IT systems?
