Two-and-a-half years ago, the Department of Trade and Industry (DTI) published its Communications White Paper, which promised a great shift in the multimedia landscape.

Although the resulting Communications Bill has drawn criticism for being too long in gestation, it was finally introduced into the House of Commons last November and is expected to become law by the autumn. However, the long period of consultation post-White Paper – almost three years – seems to have jaded enthusiasm for the Bill itself.
