Last November, the Canadian Government released a discussion paper on foreign investment restrictions in the Canadian telecommunications industry with a view to receiving recommendations from a Parliamentary committee by the end of February 2003.
This raised several questions. What is the likelihood that changes will be made to the restrictions? If changes are made, will they enable non-Canadians to establish new telecommunications networks or significantly increase their participation in existing domestic telecommunications carriers?
