European CommissionTo the average employer and employee, the recent plethora of labour laws comes from Tony Blair and the Westminster Parliament. Therefore it must be the product of careful public scrutiny.

Wrong. Most of the labour laws attracting flack because of their uncertainty of meaning are Acts and Statutory Instruments that have been transposed from European Commission (EC) Directives. See, for example, the recent tirade of the Better Regulation Taskforce: Employment Regulation: striking a balance. That there should be problems is hardly surprising.
