Jones Day has hired an experienced government regulation partner from the Mexican office of Garrigues, as the hunt for talent intensifies in Mexico amid a flurry of requests for guidance on relocating manufacturing to the country.

Roberto Torres, who was a local partner in charge of the regulatory and environmental law practice at the Mexico City office of the Spanish firms, joins Jones Day as counsel in Mexico, where companies have been relocating operations from Asia in a practice called near-shoring.
