Cleary Gottlieb Steen & Hamilton has advised the Iraqi Ministry of Oil on a $27 billion, multifaceted energy project with TotalEnergies of France—the largest investment by a Western company in Iraq, according to Cleary.

The objective of the project, parts of which have been ten years in negotiation, is to increase Iraq’s capacity to produce electricity to alleviate the country’s regular and acute power shortages in ways that are more efficient and cause less pollution than methods currently employed.
