Until March 2020, Spanish foreign-direct-investment (FDI) policies were based on the principles of liberalisation, promotion and facilitation.

According to the FDI Regulatory Restrictiveness Index prepared by the Organisation for Economic Co-operation and Development (OECD) in 2019, Spain was ranked the ninth country most open to FDI, three times below the OECD average (0.02 to 0.06), while beating all OECD countries outside the EU. The ‘screening and prior approval’ restriction factor was calculated to be zero.
