The U.S. Court of Appeals in New York on Wednesday upheld the dismissal of a civil lawsuit accusing U.K.-based National Westminster Bank of aiding a Hamas-linked organization that carried out a series of attacks in Israel.

The three-judge panel’s decision refrained from lowering the high standards for holding financial institutions liable for helping to fund international terrorism.
