The Training Framework Review (TFR) proposes the biggest change in legal education since before most people reading this article were born. It is radical and controversial. The proposals are a sign of how things will shape up over the next couple of years in anticipation of the more formal changes to follow.

Detailed proposals were submitted by the Training Framework Review Group to the Law Society Council in February. The council was originally expected to approve the recommendations as high-level principle. But the process has proved so controversial – indeed, a minority report was lodged by a number of the TFR Group expressing concern over the group’s official report – that the council is now being asked to approve a consultation paper as the basis for a formal three-month consultation exercise.
