On July 1, 2023, the Florida Office of Insurance Regulation issued emergency rule 69OER-23-2, regarding minimum requirements for claims-handling manuals. Authorized residential property insurers are required to attest and certify that their manuals meet the specifications of the law, that there are adequate resources available to implement those manuals, and that they will provide copies of the claims-handling manuals upon request. The first required certification and attestation of the manuals must be filed by insurers by August 1, 2023, on the required forms, which may be found here and here.
