GC Appointments

Beats Electronics, the audio equipment company founded by rapper Dr. Dre, hired Rafferty Jackson as its first general counsel. Jackson most recently was vice president and general counsel of VF Outdoor Inc., where she represented clients such as The North Face, JanSport and Vans. She also has served as general counsel of Ubiquity Software Corp. and associate general counsel of Macromedia Inc.

Kenya Mann Faulkner is now general counsel and vice president for legal affairs at the University of Cincinnati. Faulkner comes to the university after serving for more than two years as Pennsylvania’s inspector general. Her prior work experience also includes stints as a Pennsylvania senior deputy attorney general and an assistant U.S. attorney in the Eastern District of Pennsylvania.


Hair care and spa products manufacturer Farouk Systems appointed Jason Rumsey general counsel. Rumsey has 12 years of experience in corporate and litigation practice, most recently as a partner at DaCorsi, Placencio & Rumsey.

Carolyn Owen was named senior vice president of corporate affairs, general counsel and corporate secretary of Farm Credit Bank of Texas, a wholesale funding bank. Owen has worked at the company for 30 years, most recently serving as vice president and deputy general counsel.


Workforce solutions company Kelly Services Inc. named Peter Quigley senior vice president and general counsel.  Quigley most recently was senior vice president and general manager of Kelly’s global client account group, and previously served as the company’s associate general counsel.  His prior work experience also includes stints at Lucent Technologies and AT&T.

Jeffrey Petrash is now vice president and general counsel of the National Propane Gas Association. Petrash joins the trade group from the American Gas Association, where he served as senior managing counsel from 2000 to 2011. He has consulted for his new employers since last fall.

Other In-House Career Moves

Susan Lanigan, executive vice president and general counsel of Dollar General Corp., will retire from her post later this year. Lanigan came to the company in 2002 as vice president and general counsel and has held her current title since 2005. She previously was general counsel of Zale Corp. and an in-house attorney at Turner Broadcasting.

Boris Bershteyn will step down as general counsel for the Office of Management and Budget (OMB) later this month. He has held the role since July 2011, after previously serving as deputy general counsel for the agency from 2009 to 2010. He also is acting head of OMB’s Office of Information and Regulatory Affairs. Before entering the public sector, Bershteyn was a litigator at Skadden, Arps, Slate, Meagher & Flom and Wachtell, Lipton, Rosen & Katz.
