HILTON HEAD ISLAND, S.C. — Before an audience of Georgia lawyers at the State Bar of Georgia annual meeting, Governor Nathan Deal laid out his next step in criminal justice reform: supporting convicts' ability to become productive members of society after they leave prison.

"I want folks with prior [criminal] history to be able to get jobs," Deal said Friday morning. Most people released from prison have lost their social support network and face stumbling blocks—lack of employment, housing and family support—that can lead them to reoffend, he said.
