The lawmaker whose 1988 lawsuit led to a record number of minority and female judicial appointments over the next decade is trying again to diversify Georgia courthouses—this time by wresting some power from the governor.

House Bill 30, submitted by Rep. Tyrone Brooks, would mandate a 23-seat panel to advise the governor on judicial selections, on which 18 members would be chosen by minority bar associations. The governor would be allowed five choices to the Judicial Nominating Commission, which since 1972 has been composed of members who serve solely at the governor’s pleasure.
