New leadership is set to take the reins at the Georgia Court of Appeals.
During a special Thursday joint session of the intermediate appellate court and Supreme Court of Georgia, Judge Herbert E. Phipps swore former Vice Chief Judge Brian M. Rickman in as the court’s 32nd chief judge. Rickman, in turn, swore Judge Amanda H. Mercier in as the new vice chief.
