Gov. Brian Kemp’s Judicial Nominating Commission released the names of 28 applicants seeking to replace Justice Shawn LaGrua on the Fulton County Superior Court. Kemp tapped LaGrua for the state high court late last year.

The list includes 11 candidates serving in one form of judgeship or another and a member of the state Public Service Commission.

Vincent Russo, who co-chairs the JNC, said the commission will select a smaller number of applicants for interviews, which will likely take place March 5. “With 28 applicants, we will not be able to interview everyone,” he said.

  • Wenona C. Belton, a judge on the Fulton Juvenile Court;
  • Alice E. Benton, an Atlanta family/divorce lawyer;
  • Calvin Blackburn of the city of Atlanta Law Department;
  • Jake Daly, a litigator at Freeman, Mathis & Gary;
  • John De Foor II, a Fulton magistrate judge;
  • Charles Eaton, a member of the Georgia Public Service Commission;
  • Leonid Felgin of Sandy Springs;
  • Fatima Harris Felton, a Family Division magistrate and judicial officer in Fulton Superior Court;
  • Elizabeth L. Fite, a trial lawyer at Rogers & Fite;
  • Jeffrey W. Frazier, a Fulton magistrate judge;
  • Elizabeth A. Higgins-Brooks of Fulton Juvenile Court;
  • Tamika Hrobowski-Houston, a Family Division magistrate and judicial officer in Fulton Superior Court; she lost a runoff election for an open seat last year;
  • Kwende Jones, a litigator at Burr & Forman;
  • Nicholas Joy, an assistant U.S. attorney;
  • Cassandra Kirk, Fulton County chief magistrate judge;
  • Catherine Koura of Constangy, Brooks, Smith & Prophete;
  • Alexandra Manning, a Fulton magistrate judge;
  • Shawn McAllister of Atlanta;
  • Shalanda M.J. Miller, a judge on Fulton Juvenile Court;
  • Jane Morrison, a judge on Fulton County State Court;
  • Ashley Baker Osby, a Fulton County magistrate judge;
  • Naveen Ramachandrappa, a litigator at Bondurant, Mixson & Elmore;
  • Debbie Ann Rickman, a Fulton magistrate judge;
  • Teri Walker of the U.S. Department of Veterans Affairs;
  • Christopher E. Ward, a judge on Atlanta Municipal Court;
  • Diane B. Weinberg, a Sandy Springs elder law attorney;
  • Kristi W. Wilson, the former deputy assistant solicitor general for Fulton County;
  • Robert Wolf, a Fulton magistrate judge.
