The investigative panel of the Judicial Qualification Commission entered a 10-page report in which it recommends that the Florida Supreme Court suspend a judge for 30 days and that he be publicly reprimanded for his campaign misconduct.

Bob Jarvis, an ethics professor at Nova Southeastern University Law Center who is an expert on judicial ethics not involved in the matter, said what is remarkable is that Polk County Judge John Flynn sat on a Florida Bar attorney grievance committee prior to joining the bench.
