The U.S. Court of Appeals for the Eleventh Circuit shot down the Florida Department of Corrections’ attempts to block an inmate from suing over its “grooming policy” on religious grounds.

The department’s secretary appealed from the Northern District of Florida’s “procedurally improper” decision, arguing that prisoner Durrell Sims did not exhaust his administrative remedies required as a prisoner. Defendants claimed this included filing a rulemaking petition to challenge a grooming policy he believed violated his religious beliefs as a Muslim.
