A Palm Beach County attorney and a disbarred former U.S. Securities and Exchange Commission lawyer were charged with federal securities fraud and conspiracy for allegedly performing legal work that led to the sale of company stock.

The indictment unsealed Wednesday in the U.S. District Court for the Southern District of New York alleged Richard Rubin, who was disbarred in 1995, illegally practiced securities law by submitting attorney opinion letters under the other attorney’s name to the SEC from 2011 to late 2018.
