Connecticut's most accomplished appellate lawyer, Wesley W. Horton, argued his first U.S. Supreme Court case in his 34-year career in Kelo v. New London . Arguing on behalf of New London before a Court that appeared torn between the arguments in the case, Horton said that great deference was due the city's decision to condemn private homes to benefit private commercial development and emphasized that the condemnation did not violate the "public use" requirement of the Fifth Amendment's takings clause.
