Attorney General William Tong made establishing a civil rights division within his office one of the cornerstones of his campaign for the job in 2018. But the measure never made it to the floor of the state Senate during the 2019 legislative session.
Tong is the former chairman of the House Judiciary Committee. The biggest obstacle to the new division: Getting both the state House and Senate to sign off on the legislation amid budget and transportation debates.
