As holiday shoppers head to the malls, many people behind the checkout counters are finally getting a bonus. California legislation is raising the state’s minimum wage in two steps over the next 18 months, according to Maya Harel and Colleen Regan in Seyfarth Shaw’s California Employment Law Blog.

On July 1, 2014, the minimum wage will increase from $8 to $9 an hour, and then on Jan. 1, 2016, it will rise again to $10 an hour. But in addition to giving workers more spending power, the implementation of the legislation is raising some other issues:
