Ralph Tyler had been Maryland's insurance commissioner since September 2007. Before that, he served as chief legal counsel to Maryland Gov. Martin O'Mally and as Baltimore's city solicitor. Tyler, 62, has also spent 14 years in the Maryland attorney general's office , including five years as chief of litigation and five years as deputy attorney general. Later, he spent eight years in private practice as a partner in the Baltimore office of Hogan & Hartson .
