Legal departments have been reducing outside counsel spending amid the COVID-19 pandemic and keeping more work in-house, where the demand for specialists and legal operations managers continues to grow, according to a new report. 

During the summer, Gartner Inc. surveyed 126 global legal department leaders and found that 57% of their spending was staying in-house. The finding indicates that in-house spending has increased by about 12% since 2018, when Gartner conducted a similar survey.
