Electric storage has long been hailed as a potential game changer for the electric industry. With storage capability, power systems can more efficiently meet the needs of demand while enhancing the reliability of the grid and better managing grid congestion. Electric storage is one technology that is seen as a way to meet the energy needs of consumers with renewable energy during peak periods. With recent and expected technological advancements making electric storage more efficient and economical, the potential of electric storage is becoming a reality.

Mr. Jason Burwen, Vice President of Policy at the Energy Storage Association, will cover recent regulatory reforms in the U.S. related to electric storage and what additional reforms may be necessary to realize the optimal integration of electric storage in U.S. power systems.

As part of this discussion, Mr. Rodolfo Martinez, Head of Infrastructure Regulation of Iberdrola S.A., will present Iberdrola’s experiences on the impact of integrating electric storage in the electric markets in Spain, where storage has achieved a high level of integration due to Spanish law and regulations aimed at increasing electric storage capacity. Mr. Martinez will highlight what lessons the U.S. could learn from Spain’s experiences as U.S. regulators explore potential policy modifications to incent electric storage resource development.

Dr. Samuel Crawford, Managing Consultant at Navigant, will discuss the various contractual issues associated with the different business models that lawyers may need to resolve for the storage industry to realize its full potential in the U.S. Dr. Crawford’s expertise is in technologies for energy storage, smart grid operations, and microgrids. He has developed multiple proprietary models analyzing the costs and benefits of energy storage. In addition, Dr. Crawford has developed tools and processes to support the evaluation and procurement of technologies focusing on the management of resources in power systems.

Samuel Crawford, Ph.D.

Managing Consultant

Dr. Sam Crawford has applied a blend of technical expertise and market insight to support utilities, government, and vendors in addressing critical challenges and opportunities centered upon emerging technologies for the electric power grid. Sam has assisted utilities and vendors in developing and implementing strategies for energy storage. For these engagements, he has developed and applied quantitative models to evaluate the costs and benefits of energy storage for a variety of applications.

Prior to Navigant, Sam performed laboratory research on materials for energy technologies, including lithium ion batteries and photovoltaics.

Sam earned his Ph.D. in Materials Science & Engineering at MIT and graduated summa cum laude with a B.S. in Chemical Engineering from Washington University in St. Louis.

Jason Burwen

Jason Burwen is the Vice President of Policy for the Energy Storage Association, leading the industry’s federal, RTO, and state policy engagement. Previously, Jason was the Associate Director for Energy Innovation at the Bipartisan Policy Center, where he directed research and advocacy on U.S. energy R&D and tax policy. He also served as staff director of the American Energy Innovation Council, a group of CEOs led by Bill Gates to advocate for greater U.S. federal investments in clean energy technology development. Jason has also consulted to utilities on demand response program design and evaluation for FSC Group/Nexant and reviewed renewable energy procurement for the California Public Utilities Commission.

Rodolfo Martinez

Mr. Rodolfo Mart?nez is Electronics Engineer by the School of Engineering of Madrid. He holds a PDD degree in Business Administration by IESE.

In 1996 he joined the Generation unit at Iberdrola as manager of the Generation Control System with responsibility over the technical and regulatory development of the electricity market design.

From 2000 to 2014 he headed the department of electricity market operation with responsibility in the dispatch of Iberdrola’s generation fleet in Spain and Portugal. Member of the board of the Iberian Electricity Market Operator from 2012 till 2014.

Since 2014 he joined the Global Regulation Direction as head of the infrastructure regulation department, with global expertise on the regulation of transmission, distribution and distributed energy resources.

Rodolfo has recently participated in the Utility of the Future consortium with the MIT (Massachusetts Institute of Technology) and the integrated grid project with EPRI (Electric Power Research Institute). He has co-authored several technical papers with Comillas University in Madrid and Basque Country University in Bilbao in the area of power system optimization.
