Montrece McNeill Ransom, JD, MPH currently serves as a Senior Public Health Analyst and Team Lead for Public Health Law Training and Workforce Development with the Public Health Law Program (PHLP) in the Office for State, Tribal, Local, and Territorial Support at the Centers for Disease Control and Prevention (CDC). Ms. Ransom began her career in 2001, as a Presidential Management Fellow (PMF). During her career she has directed the CDC Community Public Health Legal Preparedness Initiative, served as the lead coordinator for CDC’s annual Public Health Law Conference, and developed novel partnerships between CDC and the American Bar Association and the American Health Lawyers Association.

Currently, her primary focus is developing and delivering training aimed at increasing the capacity of public health practitioners across governmental levels to understand and use law to advance public health goals. She has presented trainings, taught courses, and published on a broad range of topics including public health emergency law, tribal public health law, health disparities, careers in public health, and environmental public health law. Ms. Ransom is a graduate of the University of Alabama School of Law and Emory University’s Rollins School of Public Health.

Ms. Ransom holds an undergraduate degree in Speech Communication from Columbus State University. She has earned Training Certification with the American Society of Training and Development, and also currently serves as Contributing Faculty with Walden University.

Corinne Smith joined Strasburger’s Healthcare Law team after nearly a decade of providing sophisticated legal service to healthcare giants Seton Healthcare Family and UT Medicine San Antonio/UT Health Science Center San Antonio. She held the titles of Director of Legal Services and Chief of Strategic Partnerships and Legal Counsel, respectively, and gained in-depth technical expertise.

Cary Fox is Executive Director, Population Health, for CHRISTUS Health and supports development and implementation of CHRISTUS Health’s Population Health strategy including its Clinical Integration and Accountable Care Organization initiatives, working in coordination with the Senior Vice President for Population Health, Population Health implementation team, and regional leadership. Prior to assuming this role in May 2016, Cary served as Regional Vice President/Chief Administrative Officer for CHRISTUS Santa Rosa Health System located in San Antonio, Texas where he led the region's strategic planning and marketing activities, as well as its clinical integration initiative.

Mr. Fox has nearly 35 years of health care experience, and has been with CHRISTUS Health since 1997 in both strategic planning and operational roles at CHRISTUS Santa Rosa. Before coming to San Antonio, he served as Vice President of Strategic Development for Catholic Healthcare West's (now Dignity Health) South Bay region based in San Jose, California for almost 10 years. He also held executive roles with the former American Medical International based in Beverly Hills, California. Mr. Fox began his career in 1978 as the first Executive Director for a 12 county rural Emergency Medical Services agency located in eastern Alabama.

Mr. Fox is a Fellow of the American College of Healthcare Executives. He holds a Bachelor of Science degree in Biology from California State University at Los Angeles, as well as Masters Degrees in Business Administration and Public Health from the University of Alabama in Birmingham, Alabama.

Dr. Mangla is currently Assistant Director at Metro Health. He is an Associate Adjunct professor at UTSA, School of Public Health and at UTHSCSA, School of Medicine. Prior to this appointment, he was the Director of the Infectious Disease and Immunization for the Georgia Dept of Public Health and Acting State Epidemiologist for Georgia. He also serves as an adjunct assistant professor at the University of Georgia-Athens and an assistant professor at Mercer University, School of Medicine.

Dr Mangla completed his PHD in infectious diseases at Texas Tech University and his infectious diseases fellowship at the University of Minnesota. He spent 3 years with the United Nations Association under the leadership of Kofi Annan. Among many of Dr. Mangla’s accolades are, the Outstanding Young Minnesotan of the Year Award 2001, recipient of the Bush Leadership Fellowship 2003, Outstanding Community Recognition Award 2005, and Fellow of the Royal Institute of Public Health. In 2005, the US flag was flown over the US Capitol to honor Dr. Mangla’s work in Global Health and to the citizens of Minnesota. In 2007, he was awarded the GlaxoSmithKline Child Health Recognition Award.IN 2011 he was awarded the Health Hero award by Head-Start for his work in immunizations and well child visits.
