Covington & Burling announced that it has applied for a license to open an office in Shanghai, and has poached a five-lawyer team from Wilson Sonsini Goodrich & Rosati in Beijing and Palo Alto to help expand its China practice in the meantime.

Two of the new hires, partners MICHELLE EDWARDS and EVA WANG, will be located in China, initially in Covington’s existing Beijing office, with plans to move into Shanghai. The other three, partner SCOTT ANTHONY, senior adviser WEI ZHOU, and senior counsel CARMEN CHANG, will be based mainly in Silicon Valley.
