A new trove of public records detailing legal bills for the Central Florida Oversight District, the Orlando district that’s home to Disney’s theme parks, is shedding light on just how high attorney billing rates have soared over the past five years, especially for those specializing in labor and employment.

The district, previously controlled by Disney, has been hiring Greenberg Traurig, BakerHostetler, Carlton Fields, Eversheds Sutherland and FordHarrison since at least 2018, and the firms have continued to bill the district even after Gov. Ron DeSantis assumed control of the district in 2023. The paper trail left behind from that work shows that some partners and even paralegals have been pushing their billing rates up, oftentimes dramatically, showing just how quickly rates can creep upward.
