A 1982 law required all U.S. nuclear power plants to enter contracts to have the Energy Department dispose of radioactive waste. But the waste hasn't left because the government has nowhere to take it. Utilities have brought 67 cases against the government, which could possibly cost it $10 billion or more. Jay Silberg, the first attorney to file such an action, says he's grappled with the issue of how to dispose of the waste his entire career, with clients even looking into shooting it into the sun.
