The recent addition of Judge Debra Ann Livingston to the 2nd U.S. Circuit Court of Appeals brings the court back to its full complement of 13 active judges. Livingston's seat opened when Judge John M. Walker Jr. took senior status. Having the full complement of judges has been more important than ever for the circuit, which, in addition to seeing rising caseloads across the board, has had to cope with a dramatic surge in immigration appeals over the last three years.

Livingston’s seat opened when Judge John M. Walker Jr. took senior status on Sept. 30, 2006. Livingston took the bench in June and was formally installed last week.
