Harassing someone for decades and fighting their restraining orders for years doesn't necessarily make a person a vexatious litigant. A California appellate court reached that conclusion Wednesday in a ruling that's got to disappoint lawyer Gail Morton. Morton claims Walter Wagner -- identified in the ruling as a lawyer, too -- has harassed her for 32 years, ever since they met in 1975 as first-year law students.
